Tamil Nadu Introduces New Registration Policies For E-Auto Rickshaws & E-Taxis - Exempts Registration Fees

The Tamil Nadu government has recently issued an new order that exempts the requirement of registration fees for battery-powered passenger vehicles and vehicles using alternative fuels like ethanol or methanol.

The primary objective behind this order is to encourage the use of environmentally friendly vehicles and address regulatory challenges. With India trying to become a global EV hub, this initiative by the Tamil Nadu government will boost the country's chances.

According to the new order, the Transport Department will give permits to all battery-powered passenger vehicles, such as e-auto rickshaws, e-taxis, and electric buses or passenger vehicles that run on methanol or ethanol fuels without a permit fee.

To encourage the adoption of eco-friendly vehicles, the Ministry of Road Transport and Highways in India issued a notification in 2018 stating that battery-powered passenger cars and vehicles running methanol and ethanol were not required to obtain licences.

However, the Transport Commissioner of the Government of Tamil Nadu has expressed concerns regarding the exemption of registration and issuance of licences for these vehicles. According to the Tamil Nadu Transport Department, there would be regulatory concerns and field problems due to the relaxation.

The registration of the EVs used for passenger transportation, such as e-auto rickshaws, e-taxis, and EV buses, will start in the coming days in Tamil Nadu. During a meeting, representatives from the EV industry raised concerns about this issue and informed Dr. TRB Rajaa, Minister for Industries.

The Minister escalated the concern to Chief Minister MK Stalin, who instructed to facilitate the operation of battery-powered shared passenger cars on the ground at the earliest. As a result, P Amudha, Principal Secretary to the Government, Transport Department, issued the order (GO (Ms). No.319) on June 28, 2023.

The order states that "all transport vehicles that are battery-powered or run on methanol or ethanol fuel (except goods vehicles with a Gross Vehicle Weight of less than 3000 kgs) shall be issued a permit by the Transport Department without a permit fee".
